There has being two user requests regarding suspending endpoints based on the response message content.
http://wso2.org/forum/thread/9099 For example an ESB may be referring to 3 services and these 3 services are being clustered. If a service gets in-active ESB should fail-over to the next active service endpoint. But in this case the server sends a response saying that the service is in-active. Because the whole server is not down ESB doesn't suspend the endpoints making fail-over useless.
