BPEL Deployer

   - get the working directory from CarbonUtils
   - use axis config to get registry (to be multi tenant aware)
   - handle exceptions and throw deployment exceptions where it's relevant
   - add a runtime exception instead of initSuccess boolean
   - change bpel package archive base path of registry
   - use CarbonUtils's methods to read zip files
   - use commons.io to handle files
   - if service deployment exception occurs, put it to faulty services
   - close streams in final block
   - break the code in deploy method to small methods
   - use setProperty to update registry resource's properties
   - versioning applies to the package but it should be applied to the
   process
   - remove isNewDeployment property



BPEL ODE Integration

   - BPELServerManager
      - put handleEvent method into the InnerClass
