yes you should.  we not doing anything strange here. when it comes to
product building we create a temp p2-repo and install the relevan
features in to the carbon core.

well you are doing something wrong here. It seems that you are using
the latest carbon core<3.1.0> with a old p2-repo. The repoManger
feature introduced in the wsas 3.1.0 release. still we havent
published an updated p2-repo for 3.1.0 release.

get the features set from the 3.0.0 wsas dist and use the 3.0.0 p2 repo.
