Over the Dock is not great: no other app does this. I think it's still a viable solution.
I would, instead, hide the Dock if and only if it is shown vertically on the current display (i.e. if it is in the way). Similarly for full height. That's more in line with the `fullboth' behavior and with how things are done on OS X.
