Fact is that the final work can not be changed. Otherwise you can give
the right that you allow different things.


This is only a statement - So you don't need not a combination for it
with GPL
1 - It is not a software just a document. It will be used by software though.

This have to be descriped in the document. Nothing to do with the
Copyright. Someone can write an own document and standardisation and
can change things. For this to exclude you need a patent :-) but a
patent is not compatible with Open Source GPL. Read the GPL again and
that part of patents. I told you in summer last year, to look about the
European software patent discussion and why the people are against it.
The other way to set it for request of recomendation to the ISO norm.

Nothing to do with the document to write a proposal

That is the copyright of someone who writes a proposal

I think you need a lawer. Explain Lessing and Stallman of creative
commons what you like to plan and request their help for a sollution.
