In the article, several leading specialists in medical informatics were 
cited. They are warning about a coming "toll collect desaster" in the 
health sector. 

Background: in Germany, the introduction of a general electronic health 
card for everyone is planned for January 2006. But until now, there is 
only a design paper for this project (which is said to be one of the 
biggest IT-projects of the world) while the pilot prototype tests were 
delayed. In addition, there were still many unresolved issues on the 
strategic level, e.g. if it's going to be a card based or a server based 
solution.

So the decision for the starting date seems to be a political one rather  
than a project plan.
