yes, sadly there will be always lawbreakers no matter how hard the penalty is 
:(

Perhaps, what care2x can do in this matter is to improve its documentation of 
user activities to easily discover and track misuse and provide the 
authorities the needed data. 

Also, the ability to revert the data to the original "clean"  status is highly 
desirable.
