Hi,

I proposed that many years ago to Elp�dio, along w/ Smarty, phpMailer, FPDF 
and others :)

Today phpGACL is in use at least by MamboCMS, OS-SIM & Leads4Web, php.MVC and 
TikiWiki (soon) among others.

There is also phpSecurityAdmin (http://phpsecurityadm.sourceforge.net/).

At http://www.sitepoint.com/blog-post-view.php?id=174596 there is a post 
thread that points to several others, including PEAR ones.

If I remeber well Steven Pignataro once pointed us to a sourceforge 
project named "Generic Access Control Lists" or, simply, PHPGacl

So, it exists, it is open sourced, it is coded in PHP and it is freely
