This is basicaly Drupal. They call it a Drupal distribution as it is similar 
to the concept of Linux Distributions. 

It is Drupal but with several modules pre-installed and tested so you don't 
have any issue in using it out-of-the-box, and it is aimed to community 
groups relatioship and management. 

This project born during the USA Democrat Dean campaign for USA presidency but 
now it as life by itself. There is also another related project called 
CiviCRM that aims to suply a CRM platform for CivicSpace.
