This is a follow-up to CAROB-74 (which is fixed). Carob needs an UTF8 codec to
talk with the controller. An alternative to CAROB_USE_ICONV is to get one from
an UTF8 locale, check JavaSocket.cpp for details. The name of such a locale is
currently hardwired at compile-time, it should be possible to select one at
run-time. Check CAROB-74 for more details and ideas.
