indeed, this is a bug and sadely it hasnt been fixed yet.
We have someone working on the matter, but I cant say when it will be fixed

It looks like a bug. If I export to pdf second time the same map (without
redraw) and with overview on, the mainmap in second pdf is taken from
overview map cache. This can be reproduced on demoCW3
http://www.cartoweb.org/demos/demoCW3.php . Tested on 2 machines.
