My questions are:- 1. What Cartoweb components are required on the Server (i assume Wamp5, and the Cartoweb 3 folder) but is there any other?.

you have two possibilities: extend the outline plugin or create a new plugin which implement toolProvider. the first one is the easiest but that would probably conflict with basic outline functionalities. the second one would force you to write the javascript dhtml for handling a drawing tool, which is not so easy to say the least.
3. Can the creation of a Polygon return any underlying spatial objects?
do you mean the polygon is used as a geometry for query? well, thats what the query plugin does as far as I know.
