first, your base-url seems to be wrong.
it must be 200.21.193.190 and not 195.195.195.5
the base-url is the address accessible by all user and not your local address.
secondly, if you have more than one project installed in your Cartoweb, you
should specify a session prefix in your client.ini ( sessionNameSuffix =
"str:some_text_to_identify_the_session_for_your_project" ) so the session do
not get mixed between projects.
I cant really test your project till you fix the base-url
