phpCAS is still supported by a few project admins and end users alike. I would actually label it a really stable php client for versions 1 and 2 of the CAS protocol. There are no issues that I would consider critical within JIRA, and when issues crop up they're handled fairly quickly. In my mind your question on the 'official php client' is really more of a status question than which client has the official blessing. phpCAS is a client listed along with numerous CAS clients on the jasig site. And while the project now uses the jasig infrastructure for hosting, support for the phpcas project, like many other open source projects, is handled by those users with an interest in helping out the project.
