Okay, I found at least one way to (reliably?) reproduce this.
Start with the pom.xml from the Maven overlay howto, set the version to
3.4-RC1, and then simply add:
<dependency>
<groupId>org.jasig.cas</groupId>
<artifactId>cas-server-support-ldap</artifactId>
<version>${cas.version}</version>
<type>jar</type>
<scope>runtime</scope>
</dependency>
War files built after this is introduced experience the problem.
