Does it make sense to reference the proxy chain in its own file so that deployers don't actually have to modify the clearpass file (just copy it over) ?
After some review, I think that would be best. It's a configuration point that requires deployer-specific changes, and we typically want all that in deployerConfigContext.xml. My inclination is to remove it altogether and simply document how it should be placed in deployerConfigContext.xml.
