That sounds like a great project to begin working on in master. The POM is tagged 4.0.0-SNAPSHOT, so I don't see any obstacles to proceeding with Roadmap items at the schedule and discretion of committers. I'd recommend, however, that we continue with private branches and pull requests for big features in 4.x to allow for review and minimize disruption in the Jasig repo. In fact it's probably time we formalize that process as a required coding guideline.
