I have to ask, what is the point of the tests if you're going to skip them when building the release (as indicated in step 10)?
Following the instructions verbatim will trigger test execution in steps 6 and 7. In practice we always ensure all tests pass before cutting releases. That said, it's clear that both the build and the docs need some work.
