Based on my recollection, we agreed to approve the 3.0 specification before the release of 4.0. Now would be a good time to start the discussion of the approval process.
I believe most of my concerns about backward compatibility have been addressed and I'm supportive of the technical specification. The organization, text, and formatting, on the other hand, may require further work. (I don't mean to say it has problems, just that I'm uncertain it's finished with respect to editorial work.) I plan to pull the protocol documentation into the CAS 4.0 documentation branch, gh-pages, this week. The benefit of this task will be that it will be easy to view the marked up content as it will appear to readers. I will review again at that point, and possibly send some pull requests for editorial changes.
