I have the same problem, and I encounter a similar error to access
/cas-management
No error in the logs (DEBUG)
For ranges Security.ip think is like this :
cas.adminPagesSecurity.ip=(10)(\.(1|2|3|4|5|6|7))(\.([0-9]|[1-9][0-9]|1[0-9][0-9]|2[0-4][0-9]|25[0-5])){2}
