I find when I configure the following:
cas.authn.throttle.schedule.start-delay=PT15S
cas.authn.throttle.schedule.repeat-interval=PT2M
hazelcast for tickets will not start as well.

If I comment out the two options above, hazelcast for tickets works.
hazelcast for throttles doesn't work in any case.
