1) Probably
2) That depends on which version of Java you are using.  The cacerts come
with the JVM, although as others have mentioned, you can modify it.

Installing certs into your cacerts is an option, but solving the root cause
(likely at the client, and thus out of your control) is probably what you
want to do.
