I created http://jira.codehaus.org/browse/MWAR-220 to track this issue, the Maven guys over on irc.codehaus.org believe it is a bug. I'd encourage everyone to go over and vote && watch it to get it some priority as this affects the preferred mode identified by the CAS team as a best practice for customizing and building CAS server.
