Following on from Scott's cas.properties hints
 
Locate the cas.properties file (cas/WEB-INF/cas.properties) and set
appropriate values matching the host name for your cas server:

For example:

cas.securityContext.serviceProperties.service=https://cas.4linux.com/cas
/services/j_acegi_cas_security_check
cas.securityContext.casProcessingFilterEntryPoint.loginUrl=https://cas.4
linux.com/cas/login
cas.securityContext.ticketValidator.casServerUrlPrefix=https://cas.4linu
x.com/cas

The host name of the url you want to use in a browser to view the
services will match these values:

For example:

https://cas.4linux.com/cas/services/manage.html

You don't access that url directly. But there are a number of properties
(i.e. hostnames) that define the CAS server endpoint the Services
Management tool should be trying to access.

"Authorization Failure

You are not authorized to use this application for the following reason:

I already tried to add a user with ADMIN rule with the lines:

<sec:user name="useradmin" password="passwordpassword"
authorities="ROLE_ADMIN" />


But, neither with this user I'm able to see the services page. =/ Any
ideia?

The /services is a CAS client since you must authenticate through CAS
;-)

We maintain a cas.properties file which says how it should connect to
CAS.

Your TGT is sent back in the form of a cookie, not as a request
parameter.

As for your error below, there's some misconfiguration on the client
(its not finding the CAS server)
