Where did you get source from? There is a known problem with these tests in the zip/tarball distributions found at http://downloads.jasig.org/cas/ that should have been corrected as of last Thursday, 3/17. If you got the source from the dist bundles prior to that time, please try downloading the new bundles there now. If you got them thereafter, please let me know and I'll attempt to verify the problem. In any case you can build without issue by downloading the tagged release from Subversion, https://source.jasig.org/cas3/tags/cas-server-3.4.6/.
