Your local CAS project refers to your [development] CAS server instance. You'll create the project inside a workspace folder of your choosing and this is where CAS artifacts will be retrieved and packaged via Maven and are prepared for the final deployment. At the end, you'll end up with the CAS webapp WAR file that you can deploy to your web server (i.e. Apache Tomcat)
