When I checked catalina.out log. The error points to  line 138 in 
deployerConfigContext.xml

This is the line 138     <sec:user-service id="userDetailsService">

There's a syntax error in one of your Spring configuration files: 
deployerConfigContext.xml

I would bring that up in an XML editor or visually inspect it.
