Dave,

Your best bet is to download 3.1 from SVN (there's a bug in M2). Our SVN is
https://www.ja-sig.org/svn

You'll need Maven2 installed.  You can then do a mvn package install to
generate the jars and wars.  Each artifact is in the {module-name}/target/
directory.

We've haven't done any work yet to confirm that our SAML stuff complies
completely with the specification yet.
