One of the many definitions of the verb “to arm” is... to equip or prepare for any specific purpose or effective use: to arm a security system; to arm oneself with persuasive arguments. In the CASPER case, it means “to prepare for the next external sync pulse (usually a 1 PPS signal) to reset the timebase counter”. As I’m sure you’ll agree, it would be problematic if the counter reset on every 1 PPS pulse.
