Not an expert at this at all, but it could be that the ATX power supply has gone bad, or has had the connection to its sensor line (usually a bridge between pins 15 and 16) come loose . ATX has a sensor that will cause the power supply to go into standby, so you could check that connection, or try replacing the power supply.
