Nope. Hosted and OpenEagerly have been there for a very long time. Hosted is created to be able to work with IIS since that is the most common case. OpenEagerly was introduced way back to be able to bypass dependency checking before ServiceHost is opened. Normal behavior is to not open service host until ALL (including behaviors, extensions, ...) are in a valid state
