It's been awhile, but to my memory, clr20r3 most frequently indicates
that the assembly mentioned after P4 is missing or is missing a
dependency. Enable fusion logging and you can probably track it down
that way. Alternatively, make sure everything you expect to be in your
bin is actually there.
