Sure, the Castle NVelocity source code is hiding under the MonoRail 2 source code on GitHub: https://github.com/castleproject/MonoRail/tree/master/MR2/NVelocity
Unfortunately, since it was moved into the MonoRail repository all the tags are lost so it isn't easy to pull up a specific version, but the head is the most stable build.
