You can certainly do updates to Monorail while still on RC 1.3. In fact, I've been doing just that this weekend. I built a medium/large Monorail app back in 2008 and it's still being used today. Upgrades are challenging at times (especially if you've been accustomed to the newer frameworks like ASP.NET MVC4 and the Razor view engine). But I'm still able to make enhancements and simple fixes.
I would love to move this, but there's a LOT of view code (NVelocity) that would need to be rewritten. And I've got too much logic in my controllers (and not in services) so the re-write of the controllers would be huge too (but that's my fault -- not Monorail's). MR2 is still around (https://github.com/castleproject/MonoRail). There was a commit just 8 months ago. MR3 has been talked about, but I haven't seen any updates on its progress for close to 2 years. I've been thinking about my upgrade options recently and it'll probably be a re-write in MVC4 (plus the WebAPI to get REST support).
