I would write a BatchConfigurationFacility:

<castle>
  <facilities>
    <facility ... type="...BatchConfigurationFacility, ...">
      <configurationSet id="webservice-name">
        <name> thename </name>
      </configurationSet>
      <configurationSet id="webservice-url">
        <url> http://... </url>
      </configurationSet>
    </facility>
  </facilities>
  <components>
    <component ... type="...WebService1">
      <usePropertySet ref="webservice-name" />
      <properties>
        ...
      </properties>
    </component>
  </components>
</castle>

Is it what you look for?
