27 sounds like a record!

 

I took 10 for a day sail on my Catalina 25 several years ago (pre-27 days), but 6 were young kids and there were always about 4 people below and 1 on the foredeck.

Fleet 19 once taxied 27 people to a restaurant. That's one per foot and they all had preservers. The water line was out of sight.
