Hi Doug and Chris,

Providing we can mount a two-way latch assembly to the top hatch board, with all hatch boards in position, we can lock the sliding hatch to the hatch boards thus giving us an immovable and  "locked" companion way hatch that can be unlocked from the interior or topside.   The hatch boards more or less take care of themselves with a rather lengthy lanyard chained together with the bitter end permanently fastened to a pad eye in the port cockpit locker where they are normally stowed.

Sound good, Doug?

Good luck.  Those sound like some major obstacles. But I would think that adding a few holes and (long) lanyards would take care of the hatch boards and a simple slide bolt with access inside and out may take care of the sliding hatch.  Really a piss poor solution to possible problems, but it may take care of the rules.
