Does raising the boom make the boat go faster. Probably not a noticeable amount.  Higher (altitude) winds flow better and slightly faster, so in theory, raising the boom raises the mainsail and catches these better winds.

does the placement of the pullys on the side tracks effect the speed of the boat. The side tracks, meaning where the jib sheets pass through before they get to the winch?  Absolutely!  Research telltales and where they should be located on your jib.  When sailing on a reach, you want all three sets to be streaming backwards.  If bottom is streaming but not the top then move the block (not pulley) forward, and if the top is streaming but not the bottom then move the block backward.

What does the boom vang do that is under my boom on my 1977 C 27.  The boom vang is used to hold down the boom when the mainsail is away from the center of the boat.  The more the mainsheet is let out, the higher the boom wants to rise.  The boom vang prevents this from happening.

What is optimal configuration of what I guess is a standard rig.  A sailor from your area needs to answer this.  A 110 jib and main with two reefs?
