So if I follow it’s 0 = Off 1 = Normal run 2 = Warm-up glow plugs. (momentary?) 3 = Crank with glow plugs on. (momentary)   I’d suggest you start by checking for the Glow On at the terminal strip first when the switch is at 2. Off, Run, and Light the glow plugs.
