When I first bought my '86 27 4 years ago, I only got around 1800 and also very sooty. I had a mechanic pull the injectors and clean them (with a steel brush) and it immediately would get to 3000. Turns out one injector was so dirty it was barely doing anything. I can't remember exactly but I think it was 2 hours of work.
