Been there...  done the following....

Replace all the Vinyl hoses
If possible Hand scrub the inside of the tank ( I installed a large inspection 
port in the top of the tank).
Wash and Rinse with the following ..
Oxi-clean or any Carbonate Cleaning product...  ( for years I've tried to 
convince boat owners to use the Cleaner used in Beer and Wine making.Some them 
don't even need to be rinsed away.... But it's hard to change the thinking of 
some)..
If you need to sterilize the tank...  You can use Wine/Beer sulfate tablets or 
powder. 
Check the Yellow Pages for a Wine/Beer making supply store..

Most folks recommend BLEACH.. but the smell stays in the hoses and I hate that 
Chlorine stink.
But, Some folks swear by it..  If you do use it.. use a SMALL amount and rinse 
it many times.
 I personally never used Chlorine bleach chemicals in my boat's drinking water 
supply.

If you can't Hand scrub.. Fill the tank to FULL with the Cleaning solution and 
allow it to Slosh around for a couple days .. then rinse out..
IF you do use a Chlorine Bleach ..  Buy a BRITTA filter pitcher and use that 
water for all drinking..  Britta removes most of the Chlorine smell/taste..
