I would assume any stated vert clearance would be without any loading (higher) and without antenna/wind vane etc.. It is a useful number when planning a trip that includes fixed bridges whose clearence is always stated at Mean High Water.

Based on the loading of the boat the height of the deck step would change. I (which is given) is the height of the mast above the deck step. Then you need to add antenna height. Then there's wave height. And finally clearance, how close do you want to call it, just in case a power boat wakes you at the last second. Then based on why you asked you may have to adjust how the boat is riding a tide before you can determine if you can clear a fixed bridge. A lift bridge operator will adjust his height for tide when you request clearance. I don't think a fixed number for the boat serves skippers as well as making them think through it. I'd estimate Wing Tip would need 5+33.5+3.3 or 42 feet on flat water before factoring in the local conditions (tides, waves, and wakes).
