I think we should also investigate how other repositories like CPAN
or the Ruby world deals with mirroring. A notification mechanism appears
fragile to me. I believe that the mirrors should remain "dumb"
in order to keep the complete system simple and solid - less moving
parts are better than more. I really have a bad feeling about the
approach as described in your PEP.
