I will trust that Chris's complaint has some merit.

Not sure what exactly happened: that you wanted to rate, and couldn't,
or that you wanted to comment, and couldn't?

As I said in another thread (ignored), I wanted to comment on a package and say something helpful without rating it. As I remember, I had looked at the package to see that something was missing (maybe in the doc, not the code) but had not used it and therefore could not fairly rate it and therefore would not.

Why would you want to comment on the package, when you can put whatever
you want to say into the packages' page?

As a 3rd party, I cannot do that! If you want community discussion, you have to let people discuss without fake ratings.
