In theory yes, in real life no - I approached several package maintainers in the past due to several reasons..some agree with the complaints, others just don't care. Some consider PyPI as their own private repository with their own rules and no need to care about the community e.g. by providing proper metadata (I call this anti-social and PyPI-misuse).
