That's irrelevant to whether an sdist is uploaded.

Rather, the majority of PyPI packages are free software; whether they
are commercial or not is a separate dimension.

Commercial is not the opposite of free; proprietary is the opposite of
free. Commercial and proprietary are not at all the same thing.
