That's the question: is PyPI like a web hosting service? Or is PyPI something else, or something else as well?

I think this list has already discussed the issue of people using PyPI
as a dependency for deployment in production, and recommended the use
of private package mirrors.

Why should these package mirrors have to be private? Why can't we share one?
