Maketext does handle PO files. I know it won’t handle the plurals construct. Is 
there anything else it trips up on?

That is mainly what I was referring to, and it is something that Maketext needs 
to do.  quant is pretty much useless for its intended purpose, for the reasons 
cited in the article.
