Just to provide a little historical perspective, the Cayenne project, in the two years I've been a committer, never did anything in private until we considered Apache incubation.
This includes votes for new committers which are held on the dev mailing list :) (Here's my own committer vote thread: http://objectstyle.org/cayenne/lists/cayenne-devel/2004/10/0028.html) As far as I recall, the only thing in our private committer-only wiki was the apache incubation proposal. I also think that the unique situation that we're in with regards to releasing Cayenne 1.2 justifies the delay in getting our external resources merged into the incubator. We've been working on Cayenne 1.2 for a year and a half. We've been a podling for three months. Alienating our community just to expediate our incubation seems counter-productive. So it's not a girlfriend holding up the wedding so much as a pending divorce. :-)
