Does anyone know if the duck hunting behavior in Stewart Park that Kevin McGowan described is legal?

Although they might technically be legally “offshore”, they could have walked to the parking lot without getting their feet wet. And they barely got their feet wet to pick up their ducks; not even knee high water. One could argue where the shoreline actually is when the lake level is down or the edge frozen. For all intents and purposes they were IN the park. I’m pro hunting, but not in my city park!
